Our client COBELEC Rail Baltica is a specialized joint venture consortium formed by leading European infrastructure and engineering companies Cobra Instalaciones y Servicios (a subsidiary of Vinci) and Elecnor Servicios y Proyectos. The consortium was established specifically to design and deliver the large-scale power supply and railway electrification systems for the Rail Baltica mega-project across Estonia, Latvia, and Lithuania.
As the company continues to expand its operations, they are inviting an HR Manager to join their team.
- Lead and implement companies HR strategy in line with business objectives.
- Plan and oversee the HR budget, including payroll, training, and employee benefits programmes.
- Ensure compliance with labour law, occupational health and safety (H&S), GDPR, and other applicable regulatory requirements.
- Develop organisational structure, talent management, and succession planning processes.
- Oversee recruitment activities and day-to-day HR operational support.
- Design and implement training and employee development initiatives.
- Promote employee engagement, well-being, and a positive organisational culture.
- Ensure effective internal communication.
- Maintain and further develop KPI frameworks, HR analytics, and sustainability tracking systems.
- Higher education (preference given to candidates with education in Human Resource Management, Business Administration, or Business Psychology).
- At least 5 years of experience in HR management, including a minimum of 2 years in a similar role within an infrastructure, construction, or manufacturing environment.
- Strong communication and interpersonal skills, with the ability to build trust and maintain effective relationships at all levels of the organization.
- High level of professionalism, integrity, and confidentiality in handling sensitive information.
- Proactive, solution-oriented mindset with the ability to work independently and take ownership of tasks.
- Strong organizational skills and attention to detail, with the ability to manage multiple priorities in a dynamic environment.
