What if your next job wasn’t just managing waste – but helping build an entirely new waste-to-energy ecosystem in Latvia?
We’re looking for a Waste Manager to join Gren and take a key role in the development of new waste-to-energy plant near Riga.
This is a new position, created for a new chapter: this will be the first waste-to-energy plant in Latvia.
The project is a €200M+ investment in essential infrastructure in Acone, near Riga, designed to process around 150,000–200,000 tonnes of residual, non-recyclable waste annually.
By recovering energy for local heat and power and managing the by-products from the process, we are diverting waste from landfills and using local resources to strengthen Latvia’s energy security and regional resilience.
But before the plant can operate, someone needs to make sure the right waste supply is secured.
That’s where you come in.
♻️ This role has three chapters
1. Build the supply — now until ~end of 2026
You’ll be at the heart of the development phase, working with municipalities, waste management companies and industrial waste producers to secure long-term waste supply volumes needed for the planned plant.
You’ll lead negotiations, develop and execute waste supply agreements, and collaborate with national authorities on legislation related to by-product bottom ash treatment and utilisation.
In other words:. you will lead the specific commercial and logistical efforts that ensure the plant’s supply chain is secured.
2. Prepare the system — ~2027–2030
As the plant moves into construction, the focus will shift from development to readiness.
You will lead waste supply negotiations , prepare the operational model and lead the procurement of services for fly ash and bottom ash treatment and utilisation.
You’ll be building the processes and partnerships that need to work from day one of operations.
3. Own the operation — 2030 onwards
Once the plant is operational, you will transition into a long-term operational leadership position within Gren’s Latvian organisation.
You’ll manage waste logistics across the business — from procurement, supplier relationships and contracts to transport, quality, quantities, gate fees, production waste and ash management.
You’ll monitor changing supply and demand, manage tenders and negotiations, oversee contracts and invoices, and continuously look for ways to optimise the waste supply chain and reduce costs – to ensure long-term value creation and affordable energy production. .

This isn’t a role where you inherit an established process and keep it running.
You’ll be the architect of it.
You’ll work across:
→ municipalities and waste operators
→ industrial waste producers
→ suppliers and logistics partners
→ national authorities
→ project development and construction teams
→ Gren’s teams in Latvia and Lithuania
You’ll also work closely with the project and concept teams during development, before becoming part of the Latvian country organisation in the operational phase.
What we’re looking for
We’re interested in people who understand complex material flows and supply chains -particularly where the material isn’t a conventional commodity.
You might come from waste management, energy, utilities, industrial logistics, procurement or a related environment.
What matters is that you can combine commercial thinking with operational understanding and stakeholder management.
- Strong understanding of waste, biomass, fuel, or other non-standard material flows
- Existing relationships within the waste sector, ideally with operators or municipalities
- Experience with contracts, negotiations, procurement or logistics
- Fluent in Latvian and English to communicate with partners internationally

Monthly Salary:
€4500 - €6000 gross
